Sizzle was not a member but if you are interested, Jim Shooter published the original plot outlines for his run some time ago. She was meant to be a new member along with Gazelle, who was accepted and a character never seen, Mindbender. You can read more here (it's quite intriguing and since you have no other new Legion material to read you might as well go there, AFTER you are done reading this). Sizzle was meant to have more of an introduction but that didn't happen. I was definitely intrigued by her red skin, hair and arm markings. Sizzle was Teela Spuunvil of the planet Abaddonus. As noted above, she was an energy capacitor and transducer. Let's let her explain:
I think it's interesting that she first says sound to light as that is reminiscent of another character Jim Shooter once had his eyes on: Dazzler. Dazzler's power involved transducing sound into light but she could also store it and her costume helped with that. Sizzle however had much greater control of the E-M spectrum. Interestingly, when she starts absorbing energy, she turns yellow.
Ultimately, she was not voted in, as they found her powers too limited, that she would need another power source present. But I disagree. First of all, she would be extremely useful against any energy user, but in terms of an emergency measure, she could drain the energy off something and turn it into something else. Furthermore, she notes she can absorb sound, gamma radiation, radio waves... these are things all around us. Potentially, she would be able to use normal sunlight to do something with. In space, there is tons of radiation from the sun and other phenomena, plenty enough to help power her. Of note, Brainiac 5 voted for her so perhaps he saw her potential. Maybe if Shooter would have been able to finish his run more along the lines of what he wanted to, it's something that could have happened. However, the Countdown series was on it's way and Geoff Johns had plans for the Legions. I am not aware of Sizzle even making an appearance in Legion of Three Worlds so she may end up as just another Legion footnote.
